Merge RtpPacketHistoryFix and ULPFEC corruption fix to M65

Two fixes that improves high speed screensharing which we would like to merge to M65.

Fix to not overwrite packet to early in the RtpPacketHistory:

Fix to use the correct headersize in ULPFEC packets:

I believe that

is dependent on
https://webrtc-review.googlesource.com/c/src/+/40506

So the latter will need to be merged before the former.
