Non-Regression: Unwanted loading tiles are seen inside the App folder when the device is syncing

Chrome Version:64.0.3282.117/10176.60.0 Beta channel Kip,Reks,Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user
(2)When the account is still syncing, click on app launcher and open any folder with one app and observe(Refer Video)

Actual: Unwanted loading tiles are seen 
Expected: No such loading tiles should be seen 

This is a Non-Regression issue seen from M-62

NOTE: 1. Issue is not seen on Windows and Linux
      2. Issue is seen on M63 stable, M65 and M66 dev also
