Non-Regression : Cursor is seen missing in 'Passphrase' field after clicking on 'SUBMIT" button in 'Advanced sync settings' page

Issue description

Chrome Version: 64.0.3282.117/10176.60.0 beta-channel Kip,Reks and Daisy.
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user which has Sync Passphrase -> Click on 'Sync Error' Notification -> 'Advanced sync settings' screen is seen
(2)Enter wrong Password in 'Passphrase' field-> Now click on 'SUBMIT' button -> 'The  Passphrase you entered is incorrect' message is seen with Empty field 
-> observe for cursor (Please refer Video)

Note : 
1.Enter wrong Password in  'Passphrase' field -> now click on 'Enter' from keyboard and observe cursor is seen (Please refer 'Expected_Cursor' Video and Screenshot)

2.Issue is seen on M-63 Stable,M-65 dev-branch build and latest M-66 also


Expected: Cursor should be seen after clicking on 'SUBMIT" button 
Actual: Instead cursor is seen missing 

This is Non-Regression Issue seen from M-62
