What steps will reproduce the problem?
1. install extension that will add a tab to DevTools, like React Developer Tools or DOMListener
2. Reorder tab in DevTools
3. Close DevTools and open again.

What is the expected result?
Remembered the order of the tabs.

What happens instead of that?
Only remembers default tabs from DevTools but not the added tabs from extensions.
