Dismissing notifications sometimes opens the app

CHROMEOS_RELEASE_BOARD: scarlet-signed-prempkeys

What steps will reproduce the problem?
(1) Dismiss a notification

What is the expected result?
Notification dismissed

What happens instead?
Notification dismissed, and the app opens.

Components: Platform>Apps>ARC
According to the mail thread, it was an ARC notificaiton.
