Composited transitions should sample current value of composited animations when they're started on the compositor.

Issue description

Chrome Version: 63.0.3239.140 (Official Build) (64-bit)
OS: All

What steps will reproduce the problem?
(1) Visit http://jsfiddle.net/10x3L0j9/
(2) Observe the box

What is the expected result?
The transition should result in a smooth animation from the box's current position when it starts to the new target location (500px).

What happens instead?
Because the transition takes a while to be submitted to the compositor there is a jump in the box's position as if the transition animation had started immediately when it was scheduled from the main thread.
