Document the behavior of activeTab with webRequest.

activeTab also grants host permission to the main frame origin of tab on which activeTab access was granted. This access is bound to the tabID. For e.g., this would allow extensions with activeTab to monitor/block etc. network requests to that origin on that particular tab. Document the same.

Extensions: Update activeTab docs.
