Ack resize directly from impl thread

Currently impl thread notifies main thread that draw is complete and then main thread acks the resize. piman suggested we should just skip the thread hop and directly send the ack on impl thread using a SwapPromise, which has potential to improve resize performance because main thread could be quite busy at times.
