In some cases, Chrome's behavior depends on the environment variable (on Linux, the default locale determination, timezone, etc;  ICU data loading is also affected by this. see bug 805694 comment 4). 

It'd be handy if crash report has environment variables (hmm... this might have been considered, but rejected for various concerns.) in the crash report. 

BTW, I'm not sure where to file this bug (breakpad issue is dealt with in Internals > Core). Please, change components as necessary.
