Migration app not scheduling correct number of builds for win_chromium_dbg_ng

Experiment percentage has been set to 80% (https://luci-migration.appspot.com/masters/tryserver.chromium.win/builders/win_chromium_dbg_ng/), but far fewer builds appear to be scheduled on LUCI.

I turned the percentage up to 100% and it does seem to be picking up the latest builds, so maybe mashing the update button is what did the trick?

migration app schedules a Buildbot build on LUCI only after the Buildbot build completes. Looking at the screenshots, looks like we just needed to wait a little longer.
