Keyboard stops working (both onscreen and external) after focus moving to the address bar while tabbing

Issue description

Steps to reproduce the problem:
1. Open chrome browser on Android
2. Bring up any page, such as google.com
3. Tab to get to the address bar and click/tap into the google search text box and then start typing

What is the expected behavior?
User should be able to type into the search box 

What went wrong?
External or onscreen keyboard stopped working

Did this work before? N/A 

Chrome version: Chrome 63.0.3239.111  Channel: stable

Tested on Pixel C device using Pixel C keyboard and Pixel Android 8.1 with Lenovo Thinkpad keyboard using the latest Chrome Stable #65.0.3325.109 and Canary #67.0.3368.0 and not able to reproduce the issue by following the below steps:

1. Launch Chrome.
2. Add a new tab.
3. Navigate to URL :www.google.com.
4. Keep tapping on keyboard key "Tab" until focus shifts to "Search Text Box".
5. Tap on the text box.
6. Observed that user still able to enter text using keyboard.

vijay.kadri@ -- Tested on Samsung Galaxy S2 tab using Chrome #65.0.3325.109 and still not able to reproduce the issue. Please refer the screen cast attached(followed the steps in Comment#5) and let us know if anything is missed. Could you please share the device details where the issue is noticed.

Also, please let us know if any prerequisites are followed or if any flags are enabled.

Our testers are still able to reproduce this issue with the below devices. No pre-requisites or flag needs to be enabled to reproduce this issue. May be try clearing the browser's cache and try this.  

Android/Chrome devices:

Android 7.0, Samsung Galaxy Tab S3 (Model: SM-T825), Chrome 65.0.3325.109.
Android 7.0, Samsung Galaxy Tab A (2016), (Model: SM-T580), Chrome 65.0.3325.109.
Android 5.0.2, Samsung Galaxy Tab 4, (Model: SM-T531), Chrome 65.0.3325.109.
Keyboard used: Logitech K480

Retested on Tab 4 using latest Chrome #65.0.3325.109 with Logitech Keyboard K480, but couldn't reproduce the issue. Could you please provide the logs while issue is being reproduced. This would help us to take the further action on this issue.

I had one of our tester test it again today and they can reproduce it, refer to the below steps. I am not sure if there's any log produced for accessing google.com? 

Steps followed:

1. Connect Logitech keyboard(Logitech K480) with an Android device.
2. Launch google chrome browser on the android device.
3. Visited https://www.google.com
4. Hit tab key until focus reaches to the address bar, once focus reaches to address bar press tab key again => Noticed keyboard interaction stopped working and we are not able to type anything for the particular tab thru keyboard.

Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #60.0.3072.0

Prerequisite: Connect device to the external keyboard.

Steps Followed:
1. Launched the Chrome Browser.
2. Navigate to the URL: www.google.com
3. Keep pressing the "Tab" button continuously.
4. Continue till focus reaches back to omnibox.
5. Try to switch tab focus to the Google search bar. Observed that focus is not shifted to Google search bar.
6. Tap on the Google search bar, so that cursor can be displayed.
7. Try to enter some text using the keyboard keys.
8. Observed that text is not entered in the search bar.

Chrome versions tested:
60.0.3072.0, 65.0.3325.109(Stable), 67.0.3378.0(Canary)

OS:
Android 4.4.2

Android Devices:
Galaxy Tab 3

This seems to be a Non-Regression issue as same behavior is seen since M60.  Untriaged for further input's on this issue.

I can repro this in Chrome on N MR2 but not P (haven't tried O yet). If you do hit this its pretty nasty, I wasn't actually able to focus the address bar with the keyboard at all in a new tab.
