chrome://flags/ -- does not sort by UI vs GPU vs Security vs etc ...

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/63.0.3239.132 Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Endemic to all chrome://flags/ interface displays ...

What is the expected behavior?
The Flags modifications should be sorted and labeled by Topic : 

GPU + Rendering
Protocols
Security
UI re Omnibox
UI re Experimental Extensions
UI re Debugging
UI re APIs
etc ...

EVERY FLAG SHOULD HAVE A LINK TO A WIKIPEDIA ENTRY THAT EXPLAINS WHAT IT DOES ... or some other WIKI in case WIKIPEDIA just not able to document that computer functionality.

What went wrong?
Confusion and disorganization in the UI of chrome://flags/

This page has been long in need of proper sorting by function affected and by classes of related functions (like the ones that apply to the various APIs, Debugging and User Interfaces).

From the description in the original comment, this looks like a feature request for having a link to wikipedia for every flag in chrome://flags.
