https://www.chromium.org/developers/calendar "End of Day" does not indicate UTC Day ...

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/63.0.3239.132 Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
https://www.chromium.org/developers/calendar 

"End of Day" does not indicate UTC Day, mainly does the Chromium project run on PST (UTC +8, +7)?

What is the expected behavior?
Failure to indicate relation to UTC Time. 

What went wrong?
Confusion over timestamps.
