What steps will reproduce the problem?
(1) Down a Bluetooth spec PDF: https://www.bluetooth.org/DocMan/handlers/DownloadDoc.ashx?doc_id=421043 as Core_v5.0.pdf.
(2) Open Core_v5.0.pdf in the Chrome PDF Viewer.

It takes about ~25 seconds on my workstation to load and make the first page visible. Similarly with Okular. However, Evince and Acrobat Reader can do the same in ~4 seconds.

Rendering the PDF with pdfium_test also takes ~25 seconds.
