What steps will reproduce the problem?
(1) Sign in to the device
(2) open camera app


What is the expected result?
camera app should work properly.

What happens instead?
camera app video is continuously blinking.

Note: This issue is specific to camera app. Not able to reproduce this issue with webrtc.
