What steps will reproduce the problem?
(1) https://pbos.users.x20web.corp.google.com/www/video_repro.html (or attached file)
(2) Click Play
(3) Reload page or click button to remove the iframe containing the video.

What is the expected result?

Audio indicator fades out as audio content is no longer playing.

What happens instead?

Audio indicator stays. This indicator remains active *even if you navigate to other domains* or refresh the page.

robliao@ helped me bisect this down to the following revision by using a custom profile. https://chromium.googlesource.com/chromium/src/+/a79f734269fecea8cc69f7982ae68b66ce510608

This does *not* seem to reproduce across all finch flags as I can't repro it on a dev build, we have not narrowed down which flags affect it. Both of our account settings at work reproduce the bug.

Please let me know I can do anything else to help repro.
