Bad logdog hostname in some requests

Issue description

Findit has raised the following error

DNSLookupFailedError: DNS lookup failed for URL: https://None/prpc/logdog.Logs/Tail

https://pantheon.corp.google.com/errors/CIPHkeHWyZ7XLg?time=P7D&filter&project=findit-for-me

It seems a string templating operation is called with a None hostname.
