Black Areas Appearing on Screen

Issue description

Chrome Version       : 64.0.3282.41
OS Version: 10176.22.0

Other browsers tested:

What steps will reproduce the problem?
1. During use of any app, black boxes begin to appear at random around the screen. Sometimes, moving the window of apps around the screen make the black 'areas' disappear, but not always. The other 'workaround' that occasionally works is to rotate the screen (360 degrees to retain orientation). After rotation, the black squares disappear. Please see attachment for chrome://gpu debug and pictures of issue.

Wanted to mention that these Chromebases / Chromebooks are being managed through the Admin Console. I have tested if the issue occurs regardless of which policies are applied -- it doesn't make a difference. We've been using these devices for 2 years now, and all of a sudden all of my devices are having the issue. These devices are running 64.0.3282.41 (Official Build) beta (64-bit).

I also wanted to add that the 'black box' issue is now showing signs at the logon screen. Please see a video of this symptom below.

I have multiple computers with this issue after update to version 66.0.3359.117

OS Windows 10 Pro Version 1607 (x64)

So far it is confined to a site that sues a lot of client-side js, https://www.umovefree.com and a local Flash site built into our pbx.
Status: WontFix (was: Unconfirmed)
This got fixed.

@5: this is a Chrome OS bug, for windows you will have to open a separate bug.
