Hmm, the current status seems fine to me but this is probably a UX call.
@Gary my understanding for this issue here is that when dragging an app on the shelf, the view that is being dragged around should also include the "notification indicator" which I assume is a sort of visual badge showing that the app has notifications.
It sounds to me like one is dragging the "app" by itself when reordering, and thinking of the app by itself as a concept ("hey, I now want my Gmail in the first position... there!", independently of what notifications happen to be shown at that point.
But then again I know nothing about design :-D
Any thoughts?

This is a to-do bug for the notification indicators feature, which is still a work in progress. I remember this being requested in a code review. Manu, if you want this you can have it, but if you're busy it's ok if I do it instead.
