Make Sheriff-o-Matic CC allow inputing users who aren't in the autocomplete data

Issue description

Problem with Sheriff-o-Matic

When you direct file a bug from SOM and add people to the CC box it doesn't transfer to the monorail bug filed

A quick sanity check on staging seems to properly add CCs ( https://monorail-staging.appspot.com/p/chromium/issues/detail?id=617327 ), so I think we might need a bit more testing/information to replicate this. 

Some possibilites that initially come up in my mind:

- Could the email addresses in the CC field possibly have been mistyped? 
- Is it possible some of the emails weren't registered as values in the multi-input? Only email addresses which are shown in bubbles with with grey backgrounds are read as part of the input for the CC field. (If this was what happened, we should adjust the behavior/UX of the multi-input element.)

Ah ok, so yeah they weren't mis-spelled, but you are right that they weren't registered as values in the multi-input.  I don't know why though.  


Doing a test from chromium.perf SOM https://sheriff-o-matic.appspot.com/chromium.perf/.  

When I first bring up the dialog eyaich@google.com is registered as a grey multi input, but when I replace that with eyaich@chromium.org it doesn't register and become dark grey. 

It is more of an annoyance to have to add the people to the bug later when you thought you already did, but there is definitely a work around if it doesn't register the name for some reason :)
