Steps to reproduce the problem:
1. go to https://codepen.io/frlinw/pen/rpgrwG
2. zoom-in : you should see a white space between blue background and red border
3. zoom-out : you should see the blue background over top and left borders
What is the expected behavior?
blue background should fill the box
What went wrong?
blue background does not fill the box on zoom-in
blue background can be over the border on zoom-out

Does this work in other browsers? N/A
Chrome version: 63.0.3239.132 Channel: stable
OS Version: 10.0
Flash Version:
It's normally not a big deal if there is some paint issue on zoom but Windows 10 set a default zoom on OS level (125% in my case for 1920x1080) so even if browser's zoom is 100%, it's 100% of 125%.
