Keyboard Shortcut screen (ctrl-alt-?) shows that ctrl-altgr-< and ctrl-altgr-> switches users but it doesn't

Issue description

Chrome Version       : 63.0.3239.140
OS Version: 10032.86.0

What steps will reproduce the problem?
1. Press ctrl-alt-? to view keyboard shortcuts
2. Press ctrl-altgr and see that < and > can switch between profiles
3. Exit keyboard shortcut screen and press ctrl-altgr-< or ctrl-altgr->

What is the expected result?

Switch between profile

What happens instead of that?

Nothing

This may be keyboard layout specific, I am using a UK keyboard on a Chromebook Pixel 2.

The keyboard overlay is deprecated and being replaced with something that should show you the correct shortcut for the currently enabled layout.
Status: WontFix (was: Assigned)
We deprecated the old shortcuts ui. Please let us know there is a problem in the new ui. Close this bug for now.
