Cannot cancel audit if offline

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Unplug from the network.
2. Open a new tab.
3. Open Developer Tools.
4. Pick Audits.
5. Start Audit.
6. Cancel Audit.

What is the expected behavior?
Should cancel.

What went wrong?
Doesn't cancel.

Did this work before? N/A 

Chrome version: 63.0.3239.84  Channel: n/a
OS Version: 
Flash Version: 

Must kill tab.

Are you referring to the first time you ever try to run an audit? If so, this is a dupe of 755602. I'm unable to reproduce when the remote module as already been loaded.

Yes sounds like Bug 755602, as I only tried "audit" once in my life.
