https://chromium-review.googlesource.com/c/chromiumos/third_party/autotest/+/881666 was rejected because:

"The Commit Queue failed to apply your change in https://luci-milo.appspot.com/buildbot/chromeos/master-paladin/17560 . CL:881666 had no changes after rebasing to ToT."

This makes no sense: that was the only CL adding that line to the code. So it looks like the CL was somehow landed, then the CQ noticed that the rebase would have been empty (because the CL already landed), and then the CQ failed on that CL. And indeed, the code has been updated:
