40.8% regression in browser_tests at 531095:531118

There's a receive rate change (seems specifically on mac) for Opus that coincides with the landing of an AEC3 CL[1]. 

Per, could you take a look? Can this change cause us to receive more data (due to echo being cancelled less, or something?)
