What steps will reproduce the problem?
(1)Sign-in to user>> Open play store app
(2)In Google Play Terms of Service, try to touch on Learn more links and close the dialog box and again step 2>>Observe

Expected: Checkbox should not get checked/unchecked on touching Learn more link
Actual: Checkbox is getting checked/unchecked on touching Learn more link

This is a Non-Regression issue seen from M62

NOTE: 1. Issue is not seen on Windows and Linux
      2. Touch specific issue seen on M63 stable , M65 and M66 dev also
      3. Able to reproduce on Cyan as well
