What steps will reproduce the problem?
(1)Sign-in to user>> Enable chromevox from Ubertray and try to touch on ubertray

Expected: Should able to open ubertray
Actual: Unable to open ubertray with touch when chromevox is enabled and unable to perform other operations as well(unable to open chrome, gmail, App launcher also)

This is a Non-Regression issue seen from M62

NOTE: 1. Issue is not seen on Windows and Linux
      2. Touch specific issue seen on M63 stable , M65 and M66 dev also
      3. Issue is also seen on Minnie, Candy, Cyan

Adding M66 stable blocker as operations are blocked on touch.
