Steps to reproduce:
1. Launch chrome, navigate to test URL and install extension.
2. observe permission bubble . (please refer attached screen cast) 
 
Actual Result:Permission bubble is not seen after installing Momentum extension.
Expected Result:Permission bubble should be seen after installing Momentum extension.

This is a non-regression issue, seen from M-60 build #60.0.3072.0.
  
NOTE:   
1.Issue is also seen on M-63 Stable (build #63.0.3239.132),M-64 Beta (build #64.0.3282.119),M-65 Dev (build #65.0.3325.0) and canary M-66(build #66.0.3329.0)  
2.Issue is not seen on windows(7,8,8.1,10) OS.
