Chrome update M63 leads to reseting default browser on Android

Issue description

Steps to reproduce the problem:
1. Install old Chrome, for example M62
2. Check default browser in system settings and choose any browser (for example Yandex Browser).
3. Update Chrome to M63.
4. Check default browser in system settings

What is the expected behavior?
After step 4 there should be latest browser choosed as default.

What went wrong?
Default browser was reseted.

Did this work before? Yes M62

Yes, my CL is the cause, and the problem is that it changed VIEW handler for URLs. When that happens some phones (not all) think that a new browser is installed, and reset their "default browser" assignment, which leads to a "Select app" dialog next time URL is opened.

This is not specific to Chrome, any browser changing its URL handler would cause the same effect on these phones.

We can't change the VIEW handler back, so there is nothing we can do. We will however remember this issue next time we think of changing the handler.
