SendBeacon quota should recover after fetching

As in the fetch spec, SendBeacon should fail if the sum of inflight bytes and the body size exceeds 64KiB. Chrome used to reject a request if the sum of already-sent bytes and the body size exceeds 64Kib.

Actually, the fix has been landed for some time as a result of a mistake, but as the new behavior is more preferable, I'm creating this bug but not going to revert the change.
