Regression : [Mac] Unable to merge the detached tab again in the main window.

Chrome Version : 66.0.3329.0 (Official Build) cc7ddcb128b5ed469bf44edf34790804066871ce-refs/heads/master@{#531127} 64-bit
OS : Mac(10.12.6, 10.13.1, 10.13.3)

What steps will reproduce the problem?
1. Launch chrome and open two NTP.
2. Detach second NTP from it’s window and try to merge it again in the main window.
3. Observe.

Actual Result : Unable to merge the detached tab in the main window.

Expected Result : Should be able to merge the detached tab again in the main window.

This is a regression issue broken in ‘M-66’ and will soon provide the remaining info.

Providing the bisect results using ‘per-revision bisect’ script :
Good Build : 66.0.3328.0 (Revision : 530802)
Bad Build : 66.0.3329.0 (Revision : 531127)

You are probably looking for a change made after 530906 (known good), but no later than 530907 (first known bad).

@shrike : Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Note : 
1. While merging, the tab being merged is getting destroyed.
2. This is Mac OS specific issue and the same is working fine in Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.
3. Issue is also observed on latest Canary #66.0.3330.0
