Steps to reproduce:
1. Fresh install and launch chrome 
2. Load any web page in first tab page
3. Open another tab page and type in bbc.com

Observed results:
Notice the top logo/ header of the web page goes behind the omnibox in the subsequent web pages loaded from second tab.

Note: 
1. If the same web page is opened for second time in new tab page, the page displays from top header.
2. Issue is not seen in incognito on following above steps

Expected results:
Once loading of web page is completed it should be visible from top.
