Issue description

Google Chrome	66.0.3329.1 (Official Build) canary (64-bit) (cohort: Clang-64)
Google Chrome	64.0.3282.113 (Official Build) beta (64-bit) (cohort: Beta)
Google Chrome	55.0.2841.0 (Official Build) (64-bit)
Windows 10 Enterprise Version 1607 Build 14393.2007
NVDA 2017.4
JAWS 2018.1801.18 Private Beta 

Steps to repro:

# Launch JAWS 
# Navigate to chrome://downloads and have a previous download in the list
# Tab or arrow through until focus is on the remove button
Expected: button is labeled properly with "Remove" or "Delete"
Actual: JAWS says "multiplication X button"

# Close JAWS, launch NVDA, repeat steps
Actual: button is unlabeled, it just says "button"

This is not a regression since it repros back to Chrome 55.
