[Findit] Flake Analyzer - Track outcomes explicitly and use them in event_reporting.

Issue description

Track outcomes like

REPRODUCIBLE
REGRESSION_IDENTIFIED
CULPRIT
etc

from findit.proto -> outcomes

Use them in event_reporting.py instead of implicit checking.
