Security: Not always prompted for 2FA token when logging into Google Account

Issue descriptionHi, I'm concerned there is a bug/security problem with the two steps verification feature. That's because sometimes when I have logged into my google account from this computer or another computer as a NEW user (cleared cache and history) they don't ask me to verify myself by the code you recieve to your phone number by the two steps authenticator. I think you should look into that to make sure nothing is wrong because it is not good if you can log into an account with only the password if you have the authenticator activated. I did not attached any files in this description because it seems very clear to me what I mean. Kind Regards Julius
