TabIdAnnotator janking main thread

Issue description

On stable channel (63.0.3239.132) I am seeing pretty egregious UI jank, with a few 1-2 sec pauses spaced about 4-5 seconds apart, all recurring every few minutes.

I finally managed to grab a trace while it was happening, and the long running UI-thread task always seems to be "Annotate" in chrome/browser/data_usage/tab_id_annotator.cc

Weird, TabIdAnnotator::Annotate doesn't do any long-running stuff, plus that method actually runs on the IO thread, so it's odd that it would cause any UI jank.

Can you provide some more information?

Yeah I looked at the code and it didn't seem likely to do any long-running work. 

Anyway, I just got another trace of it happening and I think it was just coincidence that the first two ended up in the same place. The jank is happening randomly, and while the wall time is seconds long, the CPU time is negligible.

So this probably means either a kernel scheduler problem, some kind of corp junk interference, or failing hardware. :(
