https is not displayed clearly in omnibox

Issue description

App Version: 66.0.3329.0 canary
iOS Version: 11.2.5
Device: iPhoneX only
URL: any

Steps to reproduce:
  1. Launch Google Chrome
  2. Enter any search query in omnibox and search

Observed results:Observe that https is not clearly displayed, its hidden behind the page security info icon

Expected results: https text should always be displayed correctly.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): M63 NO
Bug reproducible on the current beta channel build (App Version, iOS Version): M64 NO, M65 YES

I think this is WAI. This is because the URL is too long to display, so we clip it on both sides to show the host (techmeme.com) as much as possible with priority for ".com". In this particular example, the clipped part is really short, but the masking that we use to obscure it already kicks in, which results in an invisible "h" and semi-transparent first "t" - clipping looks better with slightly longer and slightly shorter URLs. 

This is the same behaviour as we had pre-iOS 11b4. 

To check the security status, there's a security icon (green lock) on the left. 

Also, this is not iPhone X-only.

Can you confirm that this is WAI from securities pov?  

As an aside, I'm casting a wide net here, who is the right owner for omnibox security going forward (in the past I'd start with lgarron)
Agree with #2.  Issue 765487  concerns the opposite scenario, where we incorrectly elide out the ".com" portion of the URL. 

Feel free to assign omnibox security bugs my way, but the Enamel team triages this node pretty regularly.
