Video freezes when ad pops up.

OS: Windows 10

What steps will reproduce the problem?
(1) Enable cc::Surfaces for Video.
(2) Navigate to https://www.youtube.com/watch?v=6ZfuNTqbHE8&t=70s.
(3) Watch until annotated ad pops up.

What is the expected result?
Video plays as normal.

What happens instead?
Video freezes.

Just to clarify, this is only happening with video in surfaces, right?
