Cast list from CrOS system menu is not ordered / alphabetized

Chrome Version: 64.0.3282.101
OS: ChromeOS

The device list in the Cast dialog is alphabetized and sorted by type (cast for audio after Chromecast devices) See screenshots. The device list from the CrOS cast menu accessible from the system menu bar at the bottom right on the desktop is not ordered at all.

We will synchronize the sink ordering logic here wit that in the Harmony dialog.  We actually should rewrite this implementation to share its data model with the top chrome dialog.

=> takumif to scope the work involved here post-birthday (not necessarily to implement it).
