Chrome Version: M66 ToT, but I have seen it in M65 so we probably need a bisect.

What steps will reproduce the problem?
(1) Go to clamshell (!tablet) mode.
(2) Click a textfield (example: Chrome omnibox, launcher searchbox (for launcher, click the placeholder text to be sure you click the textfield, not the white around the searchbox because that is actually a plain view, not a textfield).

What is the expected result?
No VK shows up.

What happens instead?
VK Shows up.
