Webfont hinting failure clips small text on non-HiDPi displays

Issue descriptionChrome Version (from the about:version page): 63.0.3239.132 Is this the most recent version: I'm positive. OS + version: Ubuntu 16.04 LTS CPU architecture (32-bit / 64-bit): 64 bit Intel Window manager: Ubuntu Unity, default config URLs (if relevant): https://dev.ap.spensatech.com/trial_signup/ Behavior in Linux Firefox: Normal / OK Behavior in Windows Chrome (if you have access to it): Normal / OK What steps will reproduce the problem? 1. Go to https://dev.ap.spensatech.com/trial_signup/ on Linux (Ubuntu 16.04) on a non-HiDPI (1:1 pixel scaling) display 2. Notice that the input field labels (in all-caps above input fields) are clipped on the top 3. If we open devtools and change the font size of the labels from 14px to something higher or lower the "clipping" effect -- what looks like incorrect webfont hinting around the top of characters -- goes away. This issue is not present when tested on recent version fo Firefox on the same platform, same device. The issue is also not present tested on the same hardware with Windows 10 and same version of Chrome stable. Screenshot of both correct and incorrectly rendered pages are attached, and Chrome settings are all default, fresh install.

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest dev 66.0.3329.1 using Ubuntu 14.04. Note: The issue is not seen in windows 10 and Mac 10.13.1. As the issue is seen from M60(60.0.3112.30) hence considering it as non-regression and marking it as Untriaged. Thanks!
