The following revision refers to this bug:
  https://chromium.googlesource.com/infra/infra/+/2f279f8f7f02cf051fb492d190a06f1cf56ada9e

commit 2f279f8f7f02cf051fb492d190a06f1cf56ada9e
Author: Roberto Carrillo <robertocn@google.com>
Date: Tue Jan 23 23:28:50 2018

[Findit] Treat 'tests' key with None value like missing key.

This is causing an unhandled type error, with this change, whether
'tests' contains None, [], or is missing, we treat it the same (actually
append a list with step_name and None).
