Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: http://jakubcech.net/fall-in-love/ Steps to reproduce the problem: 1. Just open the website 2. Scroll down 3. See how fonts are shaking during fading What is the expected behavior? Fonts should not be shaking - only fading. This behaviour is present only in the latest builds of Chrome. Working correctly in older Chromes and other webbrowsers. What went wrong? Chrome has been updated and there is a bug present. Layer creation and removal. For some reason when the transition ends it jumps. Might be SVG positioning too because the jumping content is SVG. I'll bisect.

Was a bug introduced that offsets the filter output when the blur is very small or zero? https://skia.googlesource.com/skia.git/+/5a4fb6eb335d29f24a1b239d1c0eb11b5d2ee59f Note this is a P1 regression and has a 30-day SLA for fixing or otherwise resolving the bug (e.g. by reverting the patch).
