On Resubmit of ERR_CACHE_MISS the data does not reload from the form

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.99 Safari/537.36

Example URL:
http://www.fishingmaster.com/

Steps to reproduce the problem:
1. Enter "Snook" into the search box and submit
2. Click on "Snook, Common" in the results
3. Click back on the browser
4. You will now see the Confirm Form Resubmission/ERR_CACHE_MISS
5. Type cmd+r to resubmit

What is the expected behavior?
The search results should be filtered by the data submitted through the search form.

What went wrong?
The form data is not available to the page causing it to return all results, not those submitted by the form.

Did this work before? Yes Not sure, from google search could only find a similar issue around version 61

Looks like we're sending a GET instead of form data on reload.  Think this is likely a navigation issue, rather than a network issue.

Able to reproduce the issue on Windows 10, mac 10.13.3 and Ubuntu 14.04 using chrome latest stable #65.0.3325.181 and latest canary #67.0.3390.0.
