To help developers debug applications that use the Presentation API, this FR is to implement a mode (behind a feature flag) that creates offscreen presentations in browser windows, similar to how presentations are created for wired displays.

In addition to benefits for developers, this may help further unify the code paths to manage presentations for wired and wireless displays.

Eventually we may make this the default mode for all presentations (wired & wireless) depending on UX feedback.

Note that support on Ma is blocked on shipping Mac views for browser windows (not directly related to this FR).
