OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.3) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome, Go to NTP and Click on Bookmark star icon.
2.On Bookmark bubble click on Edit button and on edit bookmark overlay add 90-100 folders and Save.
3.Go to chrome://bookmarks/ and observe.

Actual Result: Blank chrome://bookmarks page is seen when navigated.
Expected Result: Added bookmark and Folders should be seen.

This is Non-regression issue seen from ‘M-60’ build #60.0.3072.0.

Note: After performing above steps, do chrome://restart and observe (Added bookmark and folder gets removed automatically).
