What steps will reproduce the problem?
(1)Freshly launch chrome and drag any screenshot from desktop into chrome NTP.
(2)Right click on omnibox and click on 'edit search engines' 
(3)Observe chrome://settings/searchEngines page while loading.

Actual: Black patch appears before loading chrome://settings/searchEngines page.

Expected: No such black patch should be seen before loading chrome://settings/searchEngines page.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: 
1.Issue is not seen on Mac(10.12.6,10.13.1,10.13.3),Linux(14.04 LTS) 
2.Issue is also seen on M-63 Stable(build #63.0.3239.132),M-65 Dev (build #65.0.3325.0) and M-66 canary (build #66.0.3329.0)
