Issue description
Chrome Version: 64.0.3282.113 (Official Build) Revisiondcb18e2042b470acf5c54c7d321bfd231c919cb1-refs/branch-heads/3282@{#579}(32/64-bit)
OS: Mac(10.12.6,10.13.1,10.13.3),Win(7,8,8.1,10),Linux(14.04 LTS)
What steps will reproduce the problem?
(1) Launch chrome, navigate to https://earth.google.com/web/
(2) Now click on Menu icon and go to settings and then press 'Tab' key and observe focus highlight on 'Enable fly animation' toggle button.
Actual: Focus highlight appears chopped from top
Expected: Focus highlight should be seen properly
This is a Non-regression issue seen from M60 series.
Note: Issue is also seen on M-63 Stable(build #63.0.3239.132),M-65 Dev (build #65.0.3325.0) and M-66 canary (build #66.0.3328.0)

This is working correctly - the overflow scroller is clipping the button, as it should. The site has a layout bug in which the button should be further from the top of the scroller to avoid the clipping artifact.
