Video does not play smoothly on enabling the flag 'Enable the use of SurfaceLayer objects for videos' in chrome://flags

Issue descriptionChrome Version: 64.0.3282.113 (Official Build) Revision dcb18e2042b470acf5c54c7d321bfd231c919cb1-refs/branch-heads/3282@{#579}(32/64 bit) OS: Win(7,8,8.1,10), Mac OS X(10.12.6,10.13.1,10.13.3) and Linux(14.04 LTS). Pre-condition: Launch chrome , navigate to chrome://flags and enable the flag 'Enable the use of SurfaceLayer objects for videos'. What steps will reproduce the problem? (1) Navigate to www.youtube.com. (2) Play any video in full screen and observe. Actual: The video does not play smoothly and performance lag is observed. Expected: Video should play smoothly from starting to end with out any performance lag or crashes. This is a Non-regression issue seen from 'M64' series 64.0.3281.0 since this is a newly added flag. Note: 1. On Mac OS , issue is observed when video is forwarded. 2. On Linux OS, issue is observed when we switch between different video qualities. 3. This issue is also seen on M65 Dev(build #65.0.3322.3) and Canary(build #66.0.3328.0)
