Chromevox a11y: sticky mode unexpectedly changes behavior of ctrl + t

Issue description

Google Chrome	65.0.3322.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

Steps to reproduce:
# Enable ChromeVox with ctrl + z
# Enable sticky mode by tapping Search twice
# Try to open a new tab with ctrl + t
Expected: new tab opens
Actual: Chromevox menu opens 


# Try to close a tab with ctrl + w 
Works as expected, tab closes 

Note that other keyboard shortcuts like alt + shift + l and alt + shift + s do work as expected.

Status: wontfix (was: Available)
This is expected. The tables list shortcut is "Search+Ctrl+t". Sticky mode takes over things.

Another example is "Search+L" which is next link. However, in Chrome OS, it is also the key for locking the screen.

To execute a keystroke that's been taken by ChromeVox (either because of keyboard conflicts or because of stcikey mode), use the pass through key.
